International Skilled Worker: Employment Offer

What is this program?

The Saskatchewan International Skilled Worker — Employment Offer stream is for foreign workers who already have a permanent, full-time job offer from a Saskatchewan employer. Unlike the federal Express Entry programs, you don't need to be in Canada or have any Canadian work history — what matters is the SK job offer, your work experience in that field, and meeting a points threshold. If Saskatchewan nominates you, that nomination travels with your federal application for permanent residence.

Who is it for?

• You have a permanent, full-time job offer from a Saskatchewan employer in a TEER 0, 1, 2, or 3 occupation
• You have at least 1 year of paid work experience in the same occupation within the last 10 years
• Your language ability is at least CLB 4 in English or French (basic conversational)
• Your job offer is NOT in trucking or in healthcare occupations under NOC Broad Occupational Category 3 — those go through different SINP sub-categories
• You intend to live in Saskatchewan as a permanent resident

What does it lead to?

A provincial nomination from Saskatchewan, plus a path to permanent residence through a separate federal application. Saskatchewan currently processes this stream in about 3 weeks; the federal step after nomination currently takes about 13 months (IRCC's estimate; it changes monthly). The $500 SINP application fee is in addition to federal fees.

Primary requirements

• Permanent, full-time job offer from a Saskatchewan employer in NOC TEER 0, 1, 2, or 3 (the employer must complete an Employer Position Assessment).
• At least 1 year (1,560 hours) of paid work experience in the intended occupation within the last 10 years.
• Score at least 60 of 100 points on the SINP point assessment grid (factors: education, work experience, language, age, and connection/adaptability to Saskatchewan).
• Language ability at CLB 4 minimum (test must be from a designated agency and less than 2 years old).
• Eligible for Saskatchewan licensing if your occupation is regulated (most trades and healthcare jobs).
• Educational Credential Assessment (ECA) for any degree obtained outside Canada.
• $500 non-refundable application fee.

What you'll need to apply

• Valid passport (must remain valid through PR confirmation)
• Permanent job-offer letter from the Saskatchewan employer (signed, on letterhead, with job title, duties, wages, working conditions, and Saskatchewan location)
• Reference letters from previous employers showing 1+ year in the intended occupation
• Language test results within the last 2 years (IELTS, CELPIP, PTE Core, TEF, or TCF)
• Educational credentials + ECA report for foreign degrees
• Proof of legal status in Canada if you're currently here (refugee claimants are not eligible)
• Proof of Saskatchewan licensing where required
