Newfoundland and Labrador has worker and graduate pathways through the NLPNP, and it also participates in the Atlantic Immigration Program. Labour shortages are common in healthcare, ocean tech, fisheries, and trades. St. John's is the main centre, while Corner Brook, Gander, and Labrador City have their own local needs.

Healthcare (province-wide shortage)
Like every Atlantic province, NL has severe nurse and physician shortages — Eastern Health, Central Health, Western Health, and Labrador-Grenfell Health all recruit foreign healthcare workers consistently. The NLPNP Skilled Worker stream is the standard route for foreign-trained RNs and allied health professionals.
Ocean tech and marine industries
St. John's is a Canadian hub for offshore oil, ocean technology, and marine research — Memorial University's Marine Institute and a cluster of companies (Equinor, Cenovus, Suncor) drive engineering and technical demand. The NLPNP Express Entry stream picks up TEER 0–3 ocean-tech professionals.
Fisheries and food processing
Fisheries remain a major NL employer — both at-sea harvesting and onshore processing. Many fish-processing roles fall in TEER 4 / 5, which the Skilled Worker stream accepts with CLB 4+ language proficiency.
Skilled trades (province-wide)
Construction, electrical, plumbing, and HVAC trades have sustained demand across NL — particularly in St. John's metro and the Iron Ore Company territory in Labrador City. NLPNP Skilled Worker is the standard route.

How many NLPNP streams are there?+
Three worker / graduate streams: Skilled Worker Category (for non-EE workers with NL job offers), Express Entry Skilled Worker Category (for federal EE candidates with NL job offers), and International Graduate Category (for NL DLI graduates with PGWPs). Plus business / entrepreneur streams we don't cover here.
How is NLPNP different from AIP?+
Different programs. AIP is federal and requires a designated-employer job offer with an AIP endorsement. NLPNP is provincial and runs through the NL Department of Immigration, Population Growth and Skills, with its own 100-point grid. Most NL immigrants use one or the other — NLPNP tends to be the route when your employer isn't AIP-designated or when you're applying via federal Express Entry.
Does NL accept TEER 4 / 5 occupations?+
Yes — the NLPNP Skilled Worker Category accepts any TEER level, including TEER 4 and 5. TEER 4 / 5 applicants must demonstrate CLB 4+ in English or French via a designated test. Fish-processing, hospitality, and construction-support roles are common TEER 4 / 5 pathways into NL.
