Documents You Need for Canadian PR (and When to Start)

The biggest reason people delay applying is not their profile. It is documents they did not order in time.

Police certificates from some countries take 3 months. An ECA takes 4-10 weeks. A language test booking can be 2 months out. If you wait until you have your invitation to start ordering, you may miss your deadline.

This guide tells you what to start now, what to start once you decide to apply, and what to leave for the very end.

Language test. Book it. Pay the fee. Show up. IELTS, CELPIP, or PTE Core for English. TEF or TCF for French. Test results last 2 years. Even if you take it twice, the second time is easier.

ECA (Educational Credential Assessment). If your degree is from outside Canada. WES is the most common provider. You send transcripts; they send a report. 4-10 weeks. Costs about $200-250. Report is valid for 5 years.

A valid passport. Make sure it does not expire in the next 12 months. If it does, renew it now.

These three take time and effort but lock in. Once you have them, you can apply to almost any program.

Police certificates from every country you lived in 6+ months as an adult (since age 18). Different countries take different amounts of time:

• USA: 2-4 weeks (FBI background check).
• UK: 1-2 weeks (ACRO).
• India: 2-6 weeks (PSK).
• Pakistan: 2-8 weeks (NICOP).
• Philippines: 1-2 weeks (NBI).
• Most others: 2-12 weeks.

Each certificate is valid for 6-12 months. Order them when you are sure you will apply within that window.

Reference letters from past employers. Detailed letters confirming your job duties, dates, hours per week, and pay. You will need one per skilled job in the last 10 years. Old employers may take weeks to respond, so ask early.

Settlement funds proof. Recent bank statements (last 6 months) showing the minimum required amount ($15,263 CAD for one person, more for families). You keep this money — you just have to show you have it.

Some documents have strict expiry dates. Get these only after you have an invitation:

• Medical exam. Done by an IRCC-approved doctor. Valid for 12 months. Costs $300-500.
• Digital photos. Specific size, white background, recent. Almost any photo studio can do them.
• Translated documents. Anything not in English or French needs a certified translation. Cheaper to do once you know which documents IRCC asks for.

If you have a spouse, common-law partner, or kids:

• Marriage certificate (translated if needed).
• Birth certificates for kids.
• Adoption papers, if applicable.
• Proof of relationship: photos, joint bank accounts, joint lease, etc. Especially important for common-law applications.
• Custody documents if you have kids from a previous relationship.

• Ordering documents too early. Police certificates expire in 6-12 months. If you order them 2 years before you apply, you will need new ones.
• Missing one country. If you forgot to mention you lived in Dubai for 8 months, IRCC will ask for the certificate after you apply, and processing pauses.
• Wrong reference letter format. IRCC wants specific details: job title, NOC code (your Canadian occupational code), hours per week, exact dates, duties. A generic “John worked here” letter is not enough.
• Mixing up document validity dates. Language test = 2 years. ECA = 5 years. Police certificate = 6-12 months. Medical = 12 months. Track each one separately.
