Canadian immigration for software developers and programmers
NOC 21232 covers software developers and programmers. It is TEER 1, so it can fit Express Entry and many PNP streams. You do not always need a computer science degree, but your job duties must match the official NOC description.

Federal Skilled Worker Program
Developers without a Canadian work history typically apply via FSW. A bachelor's degree (any field) plus CLB 9 all add CRS points; the total depends on age, marital status, and exact language bands. IRCC has run STEM category-based rounds with their own cut-offs — check the current draw history.
Canadian Experience Class
Open if you have 1+ year of Canadian developer experience on a work permit. Drops the settlement-funds requirement and runs through Express Entry.
OINP Ontario Workforce Priority stream
If you have an Ontario job offer in TEER 1 development work, Ontario's new Workforce Priority stream (opened August 2026) runs on its own expression-of-interest system, with an optional Express Entry link.
Alberta Express Entry Stream
Alberta's Accelerated Tech Pathway targets developer NOCs directly. Its published CRS thresholds have run lower than the federal pool's. Most relevant for candidates settling in Calgary or Edmonton.
BC PNP Skilled Worker
BC PNP Skilled Worker — Vancouver's tech scene rivals Toronto and Calgary for developer volume. Strong pathway if Vancouver, Victoria, or the Lower Mainland fit your plans.
What software developers specifically need
Beyond the standard immigration documents, these are the occupation-specific pieces that matter for software developers.
ECA for foreign degrees
Required if your post-secondary credentials are non-Canadian. A bachelor's-equivalent assessment is the standard floor for FSW.
Self-taught developers
No degree isn't a blocker — but you'll need to demonstrate that your day-to-day duties match NOC 21232's official statement. Job-duty reference letters are scrutinised in the post-ITA stage.
Job-duty alignment
Developers who do roughly half design and half implementation sometimes have a stronger case under 21231 (engineers/designers). Pick the NOC whose duties most closely match what you actually did.
Software developer immigration questions
Do I need a computer science degree to immigrate as a developer?+
No. Express Entry doesn't require any specific field of study — your NOC is determined by the work you did, not the degree you hold. Many self-taught and bootcamp-trained developers immigrate successfully on NOC 21232 with non-CS degrees or no degree at all.
Which is better for immigration: 21231 or 21232?+
Practically identical for CRS scoring. Pick whichever code matches your actual job duties — IRCC checks job-duty letters against the NOC description after invitation, so a mismatch is a real risk regardless of which scores higher in a given draw.
