Federal Skilled Worker Program
Default path for foreign-trained data scientists. A master's degree in a quantitative field plus CLB 9 generally lands a CRS in the 480-510 range.
Canadian Experience Class
Open if you have 1+ year of Canadian data-science work on a work permit. Lower bar than FSW and no proof-of-funds requirement.
Alberta Express Entry Stream
Alberta's Accelerated Tech Pathway includes data-science NOCs. Faster nomination than Ontario for candidates open to Calgary's growing data/AI sector.
BC PNP Skilled Worker
BC PNP Skilled Worker — Vancouver has a notable concentration of data science / ML roles (AbCellera, Hootsuite, financial services). EEBC option pairs nicely with federal Express Entry.
PSTQ Stream 1 — Highly qualified and specialized skills
Montréal is one of the world's largest deep-learning research clusters (Mila / Element AI lineage / Borealis AI / Samsung AI Lab). Quebec PSTQ Stream 1 is the route for skilled occupations like data science — French at oral level 7 and written level 5 (Échelle québécoise) is the threshold.

Yes — NOC 21211 is on the STEM list for Canada's category-based Express Entry draws. These draws have run with CRS cut-offs as low as 481-491, well below general-round cut-offs.
Do I need to be a Canadian PR to work as a data scientist in Canada?+
No. Many data scientists arrive on closed work permits (LMIA, intra-company transfer) and apply for PR from inside Canada via CEC. Work permits don't require PR — they're a common stepping stone.
