Canadian immigration from China
China is the second-largest source country for Canadian PR after India. Chinese applicants are concentrated in tech, finance, engineering, and increasingly post-secondary student-to-PR pathways (Canadian master's → CEC). ECA volumes from China go primarily through WES and ICAS. Mandarin/Cantonese skills don't help with federal Express Entry CRS, so language scores rest entirely on English (or French for francophone draws).

Programs Chinese applicants often use
Pathways commonly used by Chinese applicants, in order of typical use — whether any applies to you depends on your full profile, not your nationality. Each links to a detailed page covering criteria, documents, and processing times.
Federal Skilled Worker Program
Main route for Chinese professionals applying from China. A master's degree + IELTS CLB 9 + skilled work all add CRS points; the total depends on age, marital status, and exact language bands.
Canadian Experience Class
Heavily used by Chinese graduates of Canadian master's and PhD programs after 1+ year on a PGWP. Skips proof-of-funds requirement.
Alberta Express Entry Stream
Alberta's Accelerated Tech Pathway is increasingly used by Chinese tech professionals. Calgary and Edmonton have growing Chinese-Canadian tech communities and notably lower cost of living than Ontario or BC.
BC PNP Skilled Worker
BC PNP Skilled Worker — Richmond, Burnaby, and Vancouver host one of North America's largest Chinese-Canadian communities. Mandarin and Cantonese services are mainstream; multiple Chinese banks, schools, and business networks operate locally.
What Chinese applicants specifically need
Beyond the standard Canadian immigration documents, these are the country-specific steps that matter coming from China.
ECA via WES or ICAS
WES is the most common; ICAS is used when WES can't verify a particular Chinese institution. Both require official transcripts sent directly from the issuing institution. Allow 8-12 weeks — Chinese institutions are slower to release transcripts than Indian ones.
Document translation
All Chinese-language documents (birth certificate, household registration / hukou, marriage certificate) need certified translation into English or French. CTTIC-certified translators are required by IRCC for the final submission.
Police clearance
Chinese PCC (无犯罪记录证明) from the local Public Security Bureau where you've lived. Required if you've spent 6+ months at that address in the last 10 years. Processing usually takes less time from inside China than from abroad.
Hong Kong, Macau, Taiwan
These are treated as separate jurisdictions by IRCC — passport-of-issue determines treatment. Hong Kong SAR passport holders have additional pathways via the HK-specific open work permit and PR route.
Immigration from China — questions
Do I need to know English or French to immigrate from China?+
Yes — every federal economic program requires an approved English or French test. Mandarin and Cantonese aren't tested. CLB 7+ in English is the floor for FSW; CLB 9 produces significantly better CRS scores.
Can Hong Kong passport holders immigrate via the same Express Entry process?+
Yes, plus HK-specific pathways. Canada introduced dedicated Hong Kong pathways in 2021 (open work permit + a PR stream for HK residents with Canadian education or work experience) on top of the standard federal programs.
