NLPNP Skilled Worker Category
What is this program?
The NLPNP Skilled Worker Category is Newfoundland & Labrador's main PNP route for workers with a permanent NL job offer who are NOT in the federal Express Entry pool. Any TEER level qualifies (TEER 4 / 5 occupations require CLB 4+ in English or French). The defining gate is an eligible NL employer with either a Job Vacancy Assessment (JVA) or a valid work permit. PGWP holders use the International Graduate Category instead.
Who is it for?
- You have a permanent full-time job offer from an NL employer
- You're between 21 and 59 years old
- You're NOT currently on a Post-Graduation Work Permit (PGWP holders use Graduate stream)
- You intend to settle permanently in Newfoundland & Labrador
- If your job is TEER 4 or 5: you have CLB 4+ language proficiency
What does it lead to?
Provincial nomination from Newfoundland & Labrador; separate federal PR application follows. NL has chronic labour shortages and lower application volumes than larger provinces — processing windows are typically faster than ON or BC.
Primary requirements
- Full-time job offer (≥30 hours/week) from an eligible NL employer.
- Employer holds valid Job Vacancy Assessment (JVA) or applicant has valid Canadian work permit.
- Compensation is salary or hourly wage (not commission-only).
- Job meets NL provincial employment standards and regional prevailing wage.
- Qualifications / training / accreditation for the offered role.
- Age 21–59.
- For TEER 4 or 5 occupations: CLB 4+ in English or French via designated test.
- Sufficient settlement funds.
- Ownership stake in employer ≤10% (no self-sponsorship).
- Valid Canadian immigration status (≥4 months remaining) if residing in Canada.
