Skilled Workers Outside Canada

What is this program?

The PEI Skilled Workers Outside Canada stream is for foreign workers applying from outside Canada with a permanent TEER 0-3 PEI job offer. The defining gate is that your PEI employer must have prior authorization from the PEI Office of Immigration before issuing the job offer — not every PEI employer can sponsor through this stream. You must also remain with the same employer until permanent residence is granted.

Who is it for?

• You're applying from outside Canada
• You have a permanent full-time TEER 0–3 PEI job offer (≥30 hr/wk)
• Your PEI employer has Office of Immigration authorization to sponsor
• You have 2+ years of full-time work experience in the past 5 years
• You have a post-secondary degree or diploma (2-year minimum)

What does it lead to?

Provincial nomination from PEI; separate federal PR application follows. PEI has chronic labour shortages in healthcare, trades, and childcare — but limited annual nomination capacity, so EOI competition can be tight even with a strong profile.

Primary requirements

• Full-time non-seasonal job offer (≥30 hr/wk) from a PEI employer in TEER 0, 1, 2, or 3.
• PEI employer has Office of Immigration authorization to issue job offer.
• 2+ years of full-time work experience in the past 5 years.
• Post-secondary degree or diploma — minimum 2-year program.
• Age 18–59.
• CLB/NCLC 4+ in English or French (or employer attestation for TEER 0–3).
• Sufficient settlement funds.
• Genuine intent to settle in PEI.
• Only one active EOI profile at a time.
• Must remain with the same employer until PR is granted.
