Skilled Worker Overseas (SWO) Pathway
What is this program?
The MPNP Skilled Worker Overseas pathway is for foreign workers applying from outside Canada who have an established connection to Manitoba — either a Manitoba Supporter (a close relative or friend who's a Canadian citizen or PR living in Manitoba), prior Manitoba work or study experience, or a Strategic Recruitment Initiative invitation from the province. You score against a 5-factor 100-point grid; a minimum of 60 points is required.

What does it lead to?
Provincial nomination from Manitoba; you then file a separate federal PR application. Manitoba's own step currently runs more than 6 months (its official notice); the federal step after nomination currently takes about 13 months. The strength of this stream is that you don't need a Manitoba job offer — but you do need a meaningful Manitoba connection.
Primary requirements

- Minimum 60 points on Manitoba's 5-factor grid: language, age, work experience, education, adaptability.
- Job-ready English language proficiency (typically CLB 5+, varies by NOC).
- Employable and adaptable as a skilled worker (assessed by MPNP).
- Sufficient settlement funds.
- Manitoba Supporter (if used) must: live in MB 1+ year; be a Canadian citizen or PR; have close ties to you; not be a paid immigration representative.
- Genuine intention to economically establish in Manitoba as a permanent resident.
