PSTQ Stream 4 — Exceptional talent
What is this program?
PSTQ Stream 4 — Exceptional talent — is a narrow stream for applicants with documented exceptional expertise: award winners, top researchers, recognized artists or athletes, leaders in strategic economic sectors. To qualify, you need at least 3 years of work in your main occupation in the last 5, plus either an achievement on the Ministère's accomplishments list OR a supporting opinion from a partner ministry (MEIE for strategic economic sectors, FRQ for research, CALQ for arts, INS for sports). Standard skilled-worker profiles will not qualify for this stream — apply through Stream 1 or 2 instead.
Who is it for?
- You're at least 18 years old
- You have at least 3 years of work in your main occupation in the last 5 years
- You have documented exceptional expertise (awards, publications, leadership, recognized contributions)
- You qualify via the Ministère's accomplishments list OR a partner-ministry opinion (MEIE / FRQ / CALQ / INS)
- You intend to settle and work in Québec
What does it lead to?
Certificat de sélection du Québec (CSQ) issued by Quebec's MIFI. With CSQ, you then file a federal PR application with IRCC.
Primary requirements
- Minimum age 18.
- At least 3 years of work experience in main occupation within the last 5 years.
- Documented exceptional expertise that distinguishes you in your field.
- An achievement on the Ministère's list OR an opinion from MEIE, FRQ, CALQ, or INS.
- French oral ≥5 on the Échelle québécoise (general PSTQ floor).
- Declaration of Interest submitted in Arrima.
- Receive a Stream 4 invitation to apply.
- Intent to settle in Québec, not self-sponsored, not in an ineligible sector.
- Financial self-sufficiency for the first 3 months in Quebec.
- Attestation of learning of democratic and Québec values (online).
