PSTQ Stream 3 — Regulated professions
What is this program?
PSTQ Stream 3 — Regulated professions — is for workers whose main occupation requires a licence from a Québec regulatory body (e.g. registered nurse, doctor, engineer, lawyer, pharmacist). Your occupation must appear on the Ministère's Liste des professions réglementées, and you must hold either an authorization to practise in Québec or proof of partial/full equivalence of your training dated within the last 5 years. French requirements depend on the FEER tier of your specific regulated occupation.
Who is it for?
- You're at least 18 years old
- Your main occupation is on Quebec's official list of regulated professions
- You hold authorization to practise in Québec — OR — you have an equivalence assessment from the regulatory body dated within the last 5 years
- If your occupation is FEER 0/1/2: French oral ≥7 and written ≥5
- If your occupation is FEER 3/4/5: French oral ≥5
- You intend to settle and work in Québec
What does it lead to?
Certificat de sélection du Québec (CSQ) issued by Quebec's MIFI. With CSQ, you then file a federal PR application with IRCC. If you don't yet have the regulatory recognition, you have 1 year from invitation to obtain it.
Primary requirements
- Minimum age 18.
- Main occupation appears on the Liste des professions réglementées du Ministère (updated January 31 yearly).
- Authorization to practise in Québec OR proof of partial/full equivalence of training (≤5 years old).
- French requirement tiered by FEER (oral ≥7 + written ≥5 for FEER 0/1/2; oral ≥5 for FEER 3/4/5).
- Declaration of Interest submitted in Arrima.
- Receive a Stream 3 invitation to apply.
- Intent to settle in Québec, not self-sponsored, not in an ineligible sector.
- Financial self-sufficiency for the first 3 months in Quebec.
- Attestation of learning of democratic and Québec values (online).

- French test results — TEF Canada, TCF Canada, TEFAQ, or TCF Québec
- Authorization to practise from Québec regulatory body OR proof of equivalence
- Diploma in the regulated profession
- Educational Credential Assessment (ECA) if degree was earned outside Canada
- Proof of work experience in the regulated profession
- Attestation of learning of democratic and Québec values certificate
- Financial Self-Sufficiency Contract
- MIFI application fee
