OINP Employer Job Offer: Foreign Worker stream
Ontario closed this stream to new applicants on June 26, 2026, as part of a redesign of its immigration program. If you already applied, your application is still being assessed under the rules that applied when you sent it. What is this program?
OINP Employer Job Offer: Foreign Worker stream is for people who already have a permanent job offer from an Ontario employer. You don't need to be in the federal Express Entry pool — this is its own track. The Ontario employer essentially "sponsors" your nomination. Best fit: skilled foreign workers who've been recruited into a specific Ontario position.
Who is it for?
- You have a permanent, full-time job offer from an Ontario employer in a TEER 0, 1, 2, or 3 occupation
- You have at least 2 years of work experience in the same occupation in the last 5 years
- Your education level matches what the job requires
- You took an approved language test (English or French)
- You intend to live in Ontario
What does it lead to?
Provincial nomination, then permanent residence through a separate federal application process. The federal step after nomination currently takes about 13 months (IRCC's estimate; it changes monthly) — Ontario's own step comes first.
Primary requirements
- Permanent, full-time job offer from an Ontario employer in NOC TEER 0, 1, 2, or 3.
- Job offer must meet the prevailing wage for the occupation in the region.
- 2 years of paid, full-time (or equivalent) work experience in the same NOC within the past 5 years.
- Education that meets the requirements of the offered position.
- Language: CLB 5 in all four abilities for TEER 0/1; CLB 4 for TEER 2/3.
- If working in Ontario when applying: must hold valid work authorisation.
What you'll need to apply

- Reference letters from previous employers (showing 2 years in the same NOC)
- Language test results
- Educational credentials (or ECA report for foreign credentials)
- If applicable: current Canadian work permit
- Passport, medical, police certificates
