Francophone Community Immigration Pilot
What is this program?
The Francophone Community Immigration Pilot (FCIP) is the francophone parallel to RCIP — federal permanent residence for French-speaking skilled workers settling in one of 6 designated francophone communities outside Quebec. The headline gate is French at NCLC 5+ (TEF Canada or TCF Canada), not English. Otherwise the structure matches RCIP: job offer from a designated employer, 1+ year of work experience, post-secondary credential, proof of funds.
Who is it for?

- You have a job offer from a designated employer in one of the 6 FCIP francophone communities
- You have 1+ year (1,560+ hours) of related paid work experience in the past 3 years
- You have a Canadian post-secondary credential, or a foreign one with an ECA
- You're willing to settle outside Quebec in a designated francophone community
What does it lead to?
Federal permanent residence directly through IRCC. The 6 designated francophone communities are: Acadian Peninsula (NB), Sudbury (ON), Timmins (ON), Superior East Region (ON), St. Pierre Jolys (MB), Kelowna (BC).
Primary requirements
- French at NCLC 5+ in all 4 abilities (TEF Canada or TCF Canada, < 2 years old).
- Valid job offer from a designated employer in one of the 6 FCIP communities.
- 1+ year (1,560 hours) of related paid work experience in the past 3 years (no volunteer / self-employed / unpaid internships).
- Work experience includes the NOC's actions + most main duties and aligns with the job offer's TEER.
- Canadian post-secondary credential OR foreign credential with valid ECA (< 5 years old).
- Sufficient settlement funds.
- Work-experience exemption available for graduates of a designated francophone community's post-secondary.
